Rail Certification & Assessments

European legislation pursues the aim of market liberalization leading to increased competition and being more cost-efficient

Interoperability is necessary for the European rail network, in order to facilitate cross border operation. The rail sector has been confronted with new European regulations for railways: the Technical Specifications for Interoperability (TSI). Products and systems have to comply with these specifications. In addition, the compliance concerning the TSIs and additional regulations must be verified. This means systematic approval for fixed installations, power supply and control, command and signaling concerning national and European requirements.

Certification enhances customer confidence in the products and is carried out by so-called Notified Bodies (NoBo) Interoperability. ERTMS is a key element of European aims for an interoperable railway network. But ERTMS is and will be used not only in European countries. ERTMS solutions demand an analysis of the efficiency of the system and RAMS situation. For these (national) the NoBos play a significant role.

KEMA Rail Transport Certification (KEMA RTC), founded in 2000, has been accredited as Notified Body Interoperability in accordance with the European Directive 2008/57/EC for the interoperability of the trans-European rail network. KEMA RTC is the independent KEMA company that is specifically engaged in the requirements for certification in the rail sector as NoBo and also as Independent Safety Assessor (ISA) in terms of the CENELEC standards. KEMA RTC is in the position to certificate in the fields of energy, infrastructure, rolling stock technology, command, control and signaling, the environment, operation and maintenance. Certification can also be carried out on a voluntary basis within the framework of agreements with producers and clients. KEMA RTC is also recognized as national body for the acceptance of rolling stock in the Netherlands and is active as member of the Organization NB Rail - comprising all notified bodies in the rail sector.
