REACH and CLP regulations
KEMA can assist in various disciplines related to REACH, the European Community Regulation on chemicals and their safe use
It deals with the Registration, Evaluation, Authorization and restriction of Chemical substances. The law entered into force on 1 June 2007. The aim of REACH is to improve the protection of human health and the environment through the better and earlier identification of the intrinsic properties of chemical substances. The amount of information about a substance that has to be supplied depends on the produced volume. Each producer or importer, who produces or imports more than one ton of a substance per year has to register the substance at the European Chemical Agency. For registration a dossier needs to be prepared describing the properties, risks, and measures for safe usage. REACH is strongly linked with CLP, the EU regulation for Classification, Labeling and Packaging.
KEMA experience
KEMA has supported the Dutch coal-fired power plants, Dutch drinking water suppliers and other industries in registering their substances (by-products). For power plants it concerned fly ash and bottom ash(es), flue gas desulfurisation gypsum (calcium sulfate) and sulfur. For the drinking water suppliers it concerned Calcium carbonate and Di-irontrioxide. All these substances have been registered. For ashes and gypsum KEMA also prepared Safety Data Sheets. Dossiers have been registered successfully before 1 December 2010, which was the registration deadline for substances produced or imported over 1.000 ton per year. The next deadline will be 1 June 2013 for substances produced between 100 and 1.000 ton per year.
